Frankly, I think anything that calls itself "Creative Cloud" and will store data and projects on-line is by default a "cloud" service. Yes, it's not quite the same as other cloud services but the term "cloud" is far too new to have a defined definition. Cloud and cloud computing is an evolving concept and I'm sure what people think is a cloud today will not be the same as 5 yrs from now.
They are offering cloud services with it but using it is optional. So there's a cloud if you want it and not if you don't. Too many people assume Adobe is forcing them to the cloud but it just isn't so. All your images and software will be on your computer with the option to use a cloud for data if you'd like. What they are forcing on you is subscription pricing. Of course it could change to forced cloud someday but that's not today.
