Ive been looking at this subject myself recently, what it seems Ive learned.. is that western tends to have more red color than the semi, may not always have chevrons along the flanks , overlaps bill lengths with semis half the time , and , in general , basically just like to mess with your head. I'd lean towards western on it , since it doesnt look tiny-headed and the bill is longish.

The one youre most enthusiastic about, whether its the best technically or not, is how I pick.. if I pick.
Interesting looking bird. I have not seen one around here, although we have lots of cattle.

Good Luck with the Harriers Roy my favorite spot for them just got shut down because of the Emerald Ash Borer tree limbs are literally falling to the ground and they don't want to be liable for someone getting hit with one
