It's hard working off of a jpeg, specially a small one, but this was done in Capture NX2:
I tweaked the black and white points, then tweaked the midtones (Quick Fix)
I then added color control points on the sky (made a little brighter and warmer to evoke blue hour lighting)
and on the bridge to lighten a tad.
There's more room to play, but hopefully, this will convince you to explore what post processing can do for your images.
You really, really should try raw. The effort is minimal and the results will blow you away.
