This is for the D610 but I assume it to be identical for all Nikons:

If On is selected, photographs taken at shutter speeds slower than 1 s will be processed to reduce noise (bright spots, randomly-spaced bright pixels, or fog).

The time required for processing roughly doubles; during processing, “Job nr” will flash in the shutter speed/aperture displays and pictures can not be taken (if the camera is turned off before processing is complete, the picture will be saved but noise reduction will not be performed).

In continuous release mode, frame rates will slow and while photographs are being processed, the capacity of the memory buffer will drop. Long exposure noise reduction is not available during movie recording.

Not quite the same manual says NR at all ISO speeds . I dont think this is the case with higher level models and the NR would be minimal with bright subjects.
I have never found a delay when in continuous mode with flash or normal lighting.

There are two forms of noise reduction but I don't know which cams have both. You have long exposure noise reduction and high ISO noise reduction. The 3200 will reduce noise (at "high" ISO) whether one likes it or not. Enabling or disabling only affects how much is reduced. It was the same with my D3300.
