He's wearing a water jet pack. Those are columns of downward water that are keeping him up.

I took some back in January. They use jet skis and don't need any one but themselves. Posts #16 - 20.

If that don't beat all! I can imagine the scene in the design lab when someone first thought of this contraption .... and later when a brave soul made the first test flight to the delight of nearby crocodiles waiting just under the surface of nearby waters. <g>
