Nice. Sympathetic. Interesting scenery. Unfortunately, it lacks a lot in terms of composition (too many little, distracting details in the background, and that background not being blurred enough)...

Yes, I too think the Jeff is fine as it is. I only thought you could have taken the "reverse photo" and have a sort of "flowers-in-focus+blurred building vs blurred flowers+building-in-focus" tandem...:) Kind of:

Jefferson memorial: it would have been more interesting if the "focused building" had a blurred (out of focus) branch with buds in the foreground...

So, these blotches (in the red squares) came as a result of post processing? (I changed the contrast to make it more apparent):
