You are right, the shrubs are sagebrush and there have been trails and dirt roads excavated in the past.wendy, seeing the rubble and the compactor i would assume that some landfill work had taken place in the area. If the shrubs are sagebrush it much have been sometime ago.
nikonpup is correct that it is a soil compacter, but the common name in construction is a "Sheep's Foot Roller" They come in various configurations. Some are towed, like this one and some are part of the tractor equipment itself. The "Spikes" also come in different shapes and sizes.
