In India the limits are on the load of each Axle not on the gross weight. Gross weight comes in only for long bridges. So theoretically we can have more than 4 axles of 4 wheels each, but normal shipping containers require only 4 axles hence their prevalence. Extra size loads do have many more axles, once I saw one with around 20 axles of 8 wheels each - 166 wheels! carrying huge transformer from port to the hills a journey of more than 2500 km.
