To answer the title of your post. Generally speaking about current dslr cameras I would reason the lens is.
To answer the question in the post. I would say even a kit lens has a somewhat sweet spot. With that said so many variables come into play. Across the board considering varying light conditions I would want the so called lesser camera and the "pro glass" myself but that wouldn't mean a whole lot.
