Thats just me and that wb tool. Never tried that one before. Dont know if it got any better?
I'd need to see the original to make a comparison but I borrowed your shot and worked it up just for fun...

Here's your Original (the red circle shows the WB "target" area I chose for the White Balance Tool (which gives the -13 and -8 adjustments you see on the Temperature and Tint sliders)):

The WB Tool did a decent enough job so I left that as is. I pulled down the Whites and Highlights (-60 on both) to accent the clouds since they looked a little blown-out to me. Then I boosted the Exposure about 1/3 of a stop (+.30), added a touch of Clarity (+10) and Saturation (+10) to boost the color and then, finally, masked the shot pretty hard before Sharpening it with ACR (+25, Radius 1.0 pixels with a 90% Mask).

And here's the final product... I'm not happy with the overall color balance but getting color "just right" is time consuming (at least for me!) and being at work my time is limited. Still, I think it's looking pretty good for the few minutes this took.

Most of my outdoor photos I am shooting with my "all in one" lens, the 18-300 mm Nikon zoom, So my attentions is mostly on the SS and the DOF, leaving the IOS to move between 100 to 1600.
I have found that most of the time the results are very good, Condition you are not blowing your photos.
