If it's anything like here in Canada, companies like FedEx and specially UPS do have what they call a "brokerage fee". They claim that they are allowed to charge a flat 35.00$ fee just to fill papers for customs... I found out the hard way when I had ordered calendars printed by Apple a few years ago. Two calendars cost me 20.00$ but I had to pay the 35.00$ fee to those companies. Let's say I was less than a happy camper. So these days, I won't do business with companies that refuse to use USPS (United States Postal Service). I still have to pay a brokerage fee to Post Canada, but it's a flat fee of 5.00$.

You can refuse the pay the flat fee - it's a scam. Your legal requirement is to pay the duty unless the importing agent advise you of the extra charges beforehand.

I know it's a darn scam, but they just wouldn't deliver until it was paid...
