This placard is on the front bumper of a truck used to haul over-sized loads. It has a flip-down center section so the word "SIZED" is covered and the warning is not displayed when the truck has no over-sized load in tow. I don't know if the owner's statement came out the way he intended... or maybe it did? I guess only the owner knows.
