I don't know why I subject myself to this, I just should say Hawk, but I'm going to say Red Shouldered Hawk. As usual, please correct me if wrong.

I was thinking it was very young or a really bad hunter.

Well he does have full adult plumage, actually pretty nice color.. to me it just looks like he has a very slender build , dunno you may be right - There's one near me that returns each year to the same gas station , stocky like a fire plug he is.
