Hawks are often tricky , we dont have a good look at the tail on this one for confidence , but when I look at it , the clearly white bars on the leading edges of the primaries, and across the secondaries suggest imm red-shoulder again. Its not a slam dunk for me though since some of the broad-wings can look quite a lot like this but they usually have a dark area or stripe extending back from the base of the jaw. I just havent seen any examples of coopers where the Upper side leading edge of the primaries has the white bars. Although the white margins are somewhat worn, I think it still looks like basic red shoulder here in the SE.
