I'm not certain, but I think this is some sort of mite. It's not an insect. Insects have six legs, and this has eight.

Whatever it is, it's a fairly common critter, but not one that is easily noticed, because it is so tiny. Spend some time staring closely at a patch of concrete, near soil and grass, and you'll probably see them, tiny bright red/orange dots, too small to see any more detail than that bare-eyed, moving with surprising quickness for something so small.
