It's mostly a conservation area I've counted atleast 16 different bucks in there. Last year in one morning I counted 50 Deer.

It,s fairly common to see that at this time of year. I speculate that, because the hair is hollow and full of air when it gets wet and then freezes this happens. I have seen Moose with their backs covered in frost at -25C,, hair sticking up and apparently, very comfortable. They are incredible animals.
