I didn't sharpen this one to check if the fringe isn't mostly a bit/format/color space problem. It's much worse in JPEG than it is in TiFF.
Looking at all the artefacts, converting to a lower format and then being rescaled here isn't doing it any good.
Let's see what a PNG scaled to the size used here does:
Very little it seems since it converts it to JPEG too. The fringe is less visible but there are still artefacts present.
And last; sharpened at full quality JPEG.
