Adults I don't ask but for kids I always do. I carry my business cards with me and hand them one and tell them it will be on my facebook page. They generally end up liking my page and sharing my photos of their kids.

This is a fascinating discussion, with lots of good answers and suggestions here. There are no hard-and-fast rules; one size does not fit all. I think that the best results are often obtained surreptitiously, but I've also obtained some terrific photos when I've asked a subject ahead of pulling the trigger. I generally always let the circumstances dictate how to proceed.
