This hawk wasn't around long enough for a face shot. I'm thinking it's a juvie, but is it a Red Shouldered or Coopers?

In the parking lot at Wako. ​

I've seen juvie Yellow Crowned Night Herons at Wako, but don't ever recall seeing an adult.

I was talking with some woman. The birds were freaking out and making quite a racket, when the hawk landed on the rail not more than ten feet away. The woman claimed she never saw a hawk before and started taking shots with her cell phone. It stayed for about five minutes before it headed in to the trees. We tracked it, but it was never in a good spot for a shot, then it disappeared.
