Just off the top of my head I'd say: Lightroom, Camera+ and maybe Snapseed... A lot depends on what you want to do with your phone pics to begin with.

The built in camera is pretty good on its own. You just have to explore the adjustments that it can do. Almost looks like Lightroom in what can be done
