From the numbers I can check at DxO the D300s handles noise a bit better than the D300 but better is in the context of those days. Compared to ISO performance of most cams now, they perform not that well.

The overall ISO score of them is:

D300: 679
D300s: 787
D7100: 1256

Those numbers (higher is better) are just an indication, to know how well it performs through the range, you'll have to check the whole measurements.

You're not alone on the D7xxx situation. Aside of a pocket sized point n shoot, i haven't bought a camera since my n90 over 12 years ago. Now that i'm ready to buy there are changes taking place and tough decisions to make. It's hard to pull the trigger on the 7100 with the 7200 coming out. Especially wanting to play around with short video clips.
The deal on the 7000 with 18-140 is amazing - and if not for the video limitations it would suit me just fine. It may be worth getting this in the meanwhile and sell the lens (and/or body) later to recoup some cash for the 7200 later this year.
If i thought it would only be another month for the 7200 i wouldn't consider the other option(s).

I did a search earlier today and there are a ton of articles out there about a "leaked" document from Nikon confirming that the 7200 will be announced at CP+. I'm not sure what that means as far as an actual release date (the D5500 was announced at CES and will be released on Feb 5), but all signs appear to be pointing to an imminent announcement. Based on the D5500, if the D7200 does indeed drop at CP+, I'd guess it would be available in March.

I've only encountered a buffer problem with my D7000 a few times and that was when I tried to shoot continuously for several seconds in RAW. Easy fix - switch to jpeg.
