What makes the Tokina 11-16 the better lens? By cheaper, I'm assuming that you refer to the lower cost, which I think quite highly of. Is the Tokina better optically? If so, how? Is at a DX size format lens, or a FX size format?

It's just a better lens :)
The Tokina 11-16, Nikon 12-24 & Sigma 10-20 are the best wide angle lenses for DX bodies...
The new Tokina 11-16 (Pro DX2) comes with a focus motor as well
