Youngsters might not even know what this used to be . So for them, it was pre mobile/cell time and when some people couldn't even afford a landline and would walk to the nearest phone box to make a call. This one has since been converted into a cash machine which will also probably disappear in the next decade or so

Why did I always think it was a phone booth?The Tardis was a police box, not a phone booth.
I don't know of any, but there are a few emergency phones on our university campus here and there. Pick up and get connected directly to the campus police. Good backup if the cell phone is discharged or left at home.
We have something like that on the Florida Turnpike for emergency services. Never had to use it so I don't know if you talk to a real person.

You probably just haven't watched enough Dr Who. The series started in 1963 and is still running, so there are a lot of episodes to choose from.
