16-85 seems like an expensive lens - It seems like all the lenses that are less than 18mm are quite expensive.

... Persoanlly, the 16-85mm looks most suited to what you want and while it may appear expensive, lenses are.
I concur with Steve. Good lenses are expensive, period. Then, if you want a lens that does something really nice like go wide or zoom AND you want it to do all of that really *well*, then you have to prepare to break open your wallet and just plain suck it up. The pain fades quickly, however while the joy of really, really good glass, goes on long after you've forgotten how much you paid for it. In reality, you won't forget, but... You get my point.

18-70 vignettes a bit wide open, but I dare you find a metal mount, weather sealed kit lens with internal focus and manual override for the same price. Simple as that. It's honestly what 18-55 ought to be save for vignetting. VR is totally unnecessary below 100mm.
