According to Nikon's compatibility chart E-Type lens are not compatible with the D90. This is probably why you can't change the aperture.

"Nikon D2-series, D1-series, D200, D100, D90, D80, D70-series, D60, D50, D40-series, D3000, and film SLR cameras will not communicate aperture information electronically and cannot be used."

You get what you pay for:

Today I finally took the time to try my new lens on my D90. It works well "Except" for the fact that the sub command dial will not change the aperture. I put my 18-105mm back on the camera and the sub command dial works fine. Tried the 16-80mm again, nothing. Before I ship it back any thoughts or suggestions?

From Nikon: The lens incorporates an electromagnetic diaphragm mechanism. The following cameras are compatible with this lens:
D5, D4 series, D3 series, Df, D850, D810, D810A, D800 series, D750, D700, D610, D600, D500, D300 series, D7500, D7200, D7100, D7000, D5600, D5500, D5300, D5200, D5100, D5000, D3400, D3300, D3200, D3100,

So, basically, since the lens has an electromagnetic diaphragm, it will only fully function on newer models.

If you are located in the USA, is it a US model or grey market? Nikon USA won't service grey market gear, but there are other independent repair facilities that will for people who might run into problems.

The D7200 is an excellent body. I was never overly fond of DX bodies until I got mine because it is terrific. Have fun and enjoy. :)
