I did this for my parents but had the aspect ratio screwed up. I had to put a border around it, which isn't even. It is ok because I will be trimming it down.
I created a template with one of the slide mounts and inserted scanned images that I am archiving from slides. I used a tutorial to figure out how to do this. The images could be edited a little better (get rid of odd color cast, etc). Anyway, I hope you all like it. BTW, I am the one with the red sunglasses on.

I do mine online using Pixlr Express at Pixlr.com. It's a free program and only takes minutes to learn. My daughter has her photo students use it.

I know in Photoshop I can make a collage, but does it allow you to have those borders between pictures?

The borders are added to each photo before the photo is laid onto the background (at least the way I did it). Then you have the option to bump the photos right up next to one another or to leave some space between them so the background shows through.

in picasa i do the same, i put a boarder around the shot and then i can add or not - grid spacing between the shots.
