Hoya ND 400 (9 stop) is what I use, but that or J-see's would be perfect. Variable NDs are troublesome after 5-6 stops, and for me anything less than that is very specific use IMO and won't help with water and the like. Get one that fits your largest filter size and use step up rings with everything else.
Last year I think it may have been Jake who mentioned to me about the Hoya ND 400 being on sale (Feb. 2014). I paid $49, but currently it is listed for $72.50. If you aren't in a hurry for it, keep watch as B&H sometimes puts it on sale.

It isn't a slim profile filter (which are good for wide angle lenses), but for the price and a little post processing, it is excellent!![]()
I'm a big fan of Hoya filters, and have several, but I recently needed an ND filter in a pinch and was able to borrow one from someone at work. I wasn't familiar with the brand but after using it for a while and deciding to get my own I was shocked to find it's only $30 on Amazon (for a 77mm). I'm getting no discernible color cast, it's slim and multi-coated. Great reviews on Amazon, too.That looks good. Not very pricey either.
