As @weebee says , but I find you get sharper shots if you can get the shutter speed up to 1/400 th it reduces any motion blur.

Only just found this thread. Missed out on the first shot. Just downloaded the second one and will give it a go. Just to get my excuses in early.....;) The camera slightly missed the perfect shot it was not focussed on the birds eye but just behind it. A lot better than I could do though.

As @dennybeall says its the layer order. Drag Layer 1 to the bottom.

Have you tried any Post Processing on the shots. You can remove a lot of the haze in lightroom. Here is your second shot after a few adjustments All I did was Basic - reduce highlights to -50 - increase Clarity to +15 - increase vibrance to +15 Color - reduce blue...

Can see two possible dust spots. Circled. Take another shot at F22 of blue sky and look to see if there are any spots in the same place on the image. If yes then do as Blacktop says use a blower. If no your problem is fixed.
