I meant to include info about one of the options listed above: Photopea. At 2:39 in the video, he discusses it. It is accessed via a browser so isn't a standalone piece of software. But he said it is so close to Photoshop, he is surprised they haven't been hit by an Adobe lawsuit.

Since Adobe is under a lot of heat for their recent terms of service (for which I believe they released another update today), there are other options to Photoshop. This video goes over some of the more popular alternatives - and also includes other Adobe software options.
