So I set my camera slots to JPEG and Raw(NEF)

When I insert my card into computer, Elements 9, Raw card shows error ? Damaged ???

Any suggestions

What camera body do you have and do know that PS Elements version 9 supports raw files from that particular body?

Going to assume you're on a Windows PC here and ask... Can you see .NEF files on the card through Windows Explorer? If so, what size, roughly, in MB are the files?

I don't know if it is the cause of your error, but you do need a newer version of Elements to open the d7200 nef files if that is what you are using.
'Camera Raw' is what does the opening, so see these two charts for version compatibility.

Elements 9 supports camera raw up to version 6.5
D7200 requires Camera Raw version 9 or newer.
