sort of looks like Topaz Simplify but the brush strokes look too pronounced for the preset i use (BuzSim)

I have been doing them in Photoshop... I import the lightroom image and then create 2 layers..
1. Oil Paint Filter
2. 3 filters, Cutout, Angled Strokes & Accented edges.

if you don't mind me asking, how do you place a filter in a layer and do those filters come with photoshop?
