I think this is a king fisher or a lost kookaburra in Africa.

The head is the same as a Kingfisher but I have never seen one that colour...

Lovely pic, the Kookaburra is a type of Kingfisher & I agree that it shouldn't be in Africa. Maybe it escaped from captivity?

That's because you get the fancy ones in the UK. Here in the States they're more that color.

A quick Google found this page and it would seem to be a Striped Kingfisher, native to the continent.

I was looking at the African Kingfishers. However I agree that it looks like a Striped Kingfisher.
