This lady is not homeless or poor. You can tell by what she's wearing and the condition of her clothes. I suspect that her daughter, or son, is having lunch in one of the nearby restaurants. They parked her on the bench because she was probably a nuisance at the table. I believe she has some mental difficulties. In any case, she is alone.
