Advice on night/light photography

I will soon be going to a display of lights in a city. This is an art festival and some displays will be moving while some will be stationary, all will be in nighttime. I would like some advice on setting up my camera correctly to get the best results, shutter speed etc. I have a Nikon 3100.

For moving lights you'll likely need to go high ISO so you can bring the shutter speed up and freeze the movement - unless you want to capture the movement, in which case go low ISO and longer shutter speed.

It's so hard to say specifics without knowing how bright the lights are, what you want to capture, etc. Bring a tripod and check your shots as you go, adjusting to get what you want in each shot.
