I like the colors, but I think straightening the horizon and cutting off some of the black on the bottom would help

Depends on your software. In Lightroom you can rotate the image to level the horizon and crop in the 6x9 format to reduce the bottom. Another option would be to change the aspect to 1x2 which you could use to eliminate the dead space on the bottom.

Or you could do this...Dodge tool in Photoshop...I use the dodge & burn tool a fair bit

I have lightroom 4 where do I find these at??

Use the "crop" function and then once the "marching ants" are all around your image move your mouse to the corner of the image and you'll get a double arrow. That's the horizon adjust tool. What is nice about LR is that it will also crop your image once you've made the adjustment.
