Yes it is a good lens.
The issue maybe with your settings as opposed to the lens/camera.
Post an example with the EXIF data, it'll be easier to point out what's the problem.

DSC_0209.jpgDSC_0210.jpg The first one is taker using Program, and the second one is using Autp

look on the back of the lens .....mount end of the lens ...count the little metal contact pins ...if it only has 5 then it wont work with the 3100 as you have purchased the wrong lens its a worm drive.cam drive lens ...
If its got 6 pins then you have selected something wrong in the menu.( or its faulty)

OR you have not realized that you need an edge to focus on ...camera will not focus on a plain white wall so maybe not on a cloud. You may need to select maual and set it at infinity .
Also as your object is basic ally white you may have to reduce the exposure using the +/- button near the release to get a good picture.

Is it ok at 70mm, is it ok with another lens?

Check the contrast setting in your custom menus it looks like you have the contrast setting way too low.

good so the lens is fine ...but read what I said above about focus on a white image.....looked at your pics and they are very noisy ...have you got the iso set right ..?? I would go to auto iso and set at 100-6400 and then with the clouds it will be 100 iso which is very good for noise...and in the setting put the sharpnessup to +9 and contrast to -1 .....apart from focus issues on a white surface it should work fine.....Never us AUTO thats just nikons settings for idiots ..you need P at the very least or my preference is A ( aperture )andset at f8 or 11 for good lens quality and leave it all to the internal computer.

Any settings you make will not affect Auto thats nikons settings not yours ..forget it ..

DSC_0222.jpg I took this pic with a the settings you told me. Its better than previous one but not as expected it should be more clear and sharp, may be i am newbie , thats why i cant capture a good pic.

are you set on image large ..compression fine normal or basic will not affect the image quality ....how does it take pictures of a house or street scene ??

well they look a bit solid/ under exposed to me maybe only 1/2 stop ..... but do you have the exposure compensation set a bit - ? Thats the +/- button near the shutter release?

There's no exif data on the pics and we still don't know what any of your settings are.

We cant help you if you don't help us.
This thread will go on for some time.

I have the Sigma 70 to 300 which is much the same and it gives very good contrast and sharp images at all zoom settings.

The "problem" with your cloud photo's is that while the exposure meter in your camera appears to be working fine, you are not understanding how it works. The exposure meter is stupid and is programmed to do one thing only: expose your photo's based on 18% grey. The solution to your cloud pictures problem is to bracket your shots using the Exposure Compensation button on your camera. I'd guess you need +1.5 to +2 stops, but that's just a guess. I'm also going to guess you don't know why 18% grey is important when it comes to exposure, why your meter wants to expose for 18% grey all of the time or how to use the Exposure Compensation button on your camera. These are things you should Google and learn because they are all important, foundational concepts that you will need to understand in order to turn out good photographs.

I would suggest you get a copy of the Digital Field Guide for the D3100. It's an excellent starting point for getting to know your camera and the functionality it provides.

can you help me out. How can i get exif data of the image ?
most times "exif" data is lost or stripped in post processing depending on software. Take some pictures, only resize for posting and exif data should be present. The 2 cities pictures look to have been taken on a very cloudy or smoggy day. IMAGE QUALITY ON EXPORTED IMAGES IS SET AT 75% INCREASE THIS TO MAXIMUM.
