Because the tripod is a steady foundation for your camera and lens, and therefore, you don't need VR. In fact, it's not just people who say this, but the camera manufacturer.

Using VR when attached to a tripod can actually result in image degradation.

I shoot from a tripod 95% of the time and always get better images with VR on, but I'm not exactly the stable sort.

And in some cases, VR can actually cause camera movement blur by moving the elements in the lens.

It sounds like you need to either tune up your tripod or get a sturdier tripod.
