What does this sign mean?

the change time is confusing to me but all the rest is understandable. to me anyways.

Sign says no parking Tues - Thurs - Saturday. Which implies parking this side is OK on other days.
The time limit on the day when you move your car to the other side of the street is 9 AM.

I've heard NYC has that type of parking. Parking is allowed only on one side of the street so when the days change, the people have to go out and move their cars to the other side or get towed. Not sure if it has something to do with the street sweeping machines....
The time change thing has to do with when it becomes effective. Towns that observe this tend to be quite strict with enforcing the law.

Yep. Alternate Side Parking for street cleaning. A great way to generate some ticket and towing revenue. There was actually a Seinfeld episode about it, where Kramer took over for a guy who folks paid to move their cars every morning.

The time changes at 8:58 AM, and it changes at 8:59 AM, and it changes at 9:01 AM, and it changes at 9:02 AM............
What about 9:02:42?
