Detroit has been decomposing from within for decades. They even say "I try to avoid the more developed areas of the city — even though there’s been a lot of change there " in the article, there has been tremendous improvements within the city, block by block. It will take many more years to fix what's broken, but the steps have been underway for a few years already.
