I'm guessing he was making reference to full frame "equivalent angle of view".So if understand his logic, a reverse example is to say a 20mm FX prime on a d610 or D800 provides an angle of view of 94°20'. To get an "equivalent angle of view" using a DX body would require a 13mm DX lens.
