I would try to a shutter speed around 1/50 of a sec and pan with the cars, that should give you a nice blur background and good tire spin. without a lot of photoshop work. I did some drift racing and was shooting at 1/8 of sec for some of the shots. set your focus to "C" and shoot a lot of shots panning and slow shutter speeds can give some great results but also you toss a lot of images do to blur problems.
