The glass insulators are green or clear depending on when or by whom they were made. They are used for individual low voltage circuits controlling the signals. The top two wires with the cutouts are power and could be 6600 volts or so. The lower tan ceramic insulators could be low voltage (120 volt) power or possibly a carrier system for phone circuits.
