Almost all digital photographs have at least minor processing in some kind of image editing software. If they were shot in RAW/NEF then they at least have to be converted to JPEG. If you are asking if the winning photographs have been "enhanced" using Photoshop, then as Marcel stated, you would need to ask each of the winners what they used and what they done. My entries definitely were enhanced on several levels although I was not one of the winners.
