I'd have provided my own beat down and began the process to move them out myself. Sorry about the situation.
So it's not OK to hurt an animal but it's OK to beat the crap out of a human being...
I feel this is going to be a thread that will die soon.

Being a human being, which by itself means the life form has certain level of intelligence, sensitivity and every thing else that makes a person a human being.
Yes it is wrong for an individual with a bone on his shoulders that allow him to think and be merciful.
Any quality that defines an entity as a human is lost when he violates another living creature that doesn't have the ability to protect itself against a stronger and more intelligent animal.
I've seen tons of such people who beat animals for pleasure, who tie crackers on its tail for fun.
The concept of humanity is lost.
I understand the pain the animal feels and the pain the person to whom the animal belongs to.
Is it wrong to protect one that's a part of my family? My life? If my bro or sis were to go through this, wouldn't I want to do the same?

I'm not sure of the way things are in other countries, but I believe in the US that it is the right of anybody to protect their home,family, and property. I think the best defense for Scott's puppies right now is to take steps to get the flatmate evicted. But if he had been there at the time when his puppy was being hit, I fully believe force being used to stop the flatmate would be totally understandable.

This showed up in my Facebook news feed, and I instantly thought of your situation! Wish yours would have turned out similar to this!
Really hard to tell from the poor quality of the vid on the 'tube, but I think there was something wrong with that cat. It wasn't right for the lady to kick snow at it, but it looks like maybe the cat wouldn't leave her alone.
You'll notice the cat jumped on her and then after she went into her house it followed her to the her gate.
Hope she went to the doc to get checked out.

Glad you're venting here.
I would be very angry as well if I found out someone was abusing my dog or cat.
Step 1 for me would be get a couple of mates to help me verbally confront your flat mate, indicating you're aware he abused your dog. If you have some friends around likely it won't physical. if it does get physical you'll have a couple of witnesses to help you out in court. This would also provide some protection for your dog until you can complete Steps 2 and 3, below.
Step 2 would be to notify animal control, and explain your situation. From my experience, most people working in animal control are typically animal lovers and view that sort of behavior very seriously. In the states they would likely press charges against the individual.
Step 3 would be to start the eviction process. In the States the process is a real pain, but I think the successfully application of Steps 1 and 2 may make him evict himself to get out of the heat.
Step 4 Repeat Steps 1, 2 and 3 until resolved.

Well, we haven't heard back from Scott, so I hope he's not done something that could get him in trouble. There is not much any of us can do but I don't think encouraging revenge is a scenario that we like to see here on a photography forum.
So, it is for this reason that I will now close this thread.
I hope Scott can take care of himself and get out of this without more hurt.
