Normal for wedding photography?

However with both photographers it was light strobe lights going off constantly. It was annoying me and the rest of the guests at my table. It seemed a bit overkill to me because they'd be on the complete other side of the room and the flash facing right at us would of course still go off. My question is, is that normal?
