Seems like it would make much more interesting pictures if the water were flowing over the wheel. It's probably an insurance thing.

For sure, I don't know if it's ever operated or not. I was so fascinated by the mechanics of the wheel and how it was restored. I didn't take a photo of the "front" of the mill
