Nikon Teleconverter TC-20E II

Hi all I have just bought a Nikon Teleconverter TC-20E II from that famous auction site. It was advertised as Mint Condition. The converter does look in very good condition however there is a significant rattle as if there is something loose in the mechanism. The seller tells me this is normal and is something to do with the aperture control! is he being honest with me or should I return it?

If you hold your finger on the aperture lever, it should stop rattling.

My preowned Nikon TC-14E II also rattles from the lever Nick mentioned.
