Nikon TC17E II rattling

Just bought a Nikon TC17E II teleconverter and it rattles when taken out of box but fine on lens.
Should it do this?

its normal, it is just the aperture lever moving.

Thanks for confirming my thoughts, I figured all was good but just a nagging worry that I didn't expect a Nikon product to rattle like a cheap tin toy!

Unless it's a D600. Ouch... haha. I kid, I love mine... and it's little dust spots too.
