Mystery item 3 of 6

This is about the size of a dinner place-mat. Probably picked up while overseas for the Korean war. Any ideas?

This is a bit of a puzzle!
To me, the caligraphy looks Islamic Persian. I could very well be wrong, but the curves and diacritical signs looks like it.
The frame and the building in the picture also looks Islamic to me, but the picture overall seem to me to look Chinese. Certainly the image prohibition in Islam would slim down the chance of a East Asian, Islamic, depiction of Muhammad in a scene with two women.
I'm afraid I can only help to make the confusion worse here ;)

I think that's Arabic too. It's a print as noted by the "12/155" in the corner. I can't make out why there are red orchids along the edge. Why is the one woman wearing pants? The building and hills/water in the background are hints too. I was going to say Sultan in Constantinople, but I don't think that fits either. There would be more concubines. haha
