Looking for a specific batch image processor feature: blurred frame

Does anyone know of any free batch image processors (for Windows) that can create a frame around the photo using the photo's own blurred out content? Does this feature have a name that I can search by? Hard to find it if you don't know what it's called.

I know this can be done manually (one photo at a time) in some image editing software (InShot, for example), but I'm looking for something that can do a batch of images in one go.

I think that's probably a Gaussian Blur filter you're seeing in that pic. Can't really help with finding software that can apply that effect in a batch environment though. You might be able to batch process a Gaussian Blur filter through Photoshop but I've never tried and don't know for a fact you could do it.
